RUS服务指向的DC不应该同时具有结构主机角色。See Q272552 to fix this problem.

CAUSE<br>
The Recipient Update Service (RUS) is configured to use the DC that you demoted. When RUS tries to query the DC for an update, it cannot reach the DC. <br>
RESOLUTION<br>
In Exchange System Manager, expand the Recipients container, and click Recipient Update Services. Double-click each of the Recipient Update Service names, and change the DC name to reflect the new DC in the domain.
